does a property tax lien stay with the property or follow the owner when they are foreclosed on?

the property tax lien is with the IRS and the house has been sold, so did the new buyer pay that tax lien in the sale?

If the property tax lien is properly recorded in the public records, it stays with the property so that any future owners would be liable for the past due tax bill. Some issues that may make a difference depend on whether the lien was placed by the local municipality for school, city, town or county taxes or if it was placed by the state tax department or if it was placed by the IRS Department of the Treasury. Some lien holders will not limit themselves to the property tax lien but may get aggressive and go after other assets or cash flow of the debtor. Regardless the property tax lien will stay with the property until it is discharged by the lien holder or released by Court order after litigation. Property tax liens generally have a priority for payment regardless of foreclosure unless the lien was placed on the property after the notice of foreclosure or after the foreclosure sale.
